Yes, there is a scam like that, but you can't actually call it like that, it's a legitimite business that somehow got the exclusive rights to enter the airport terminal. They usually charge 600-700 koruna, which is 20-25 euros. It's not really much for westerners, but if you want to pay less, you can exit the airport and wait for a normal taxi to show up.
